Effective January 1, 2012 the Board of Directors of Amberleigh Homeowners Association hired Loudoun Management Associates, Inc. (LMA) to perform the day-to-day management functions for the Association. The staff at LMA is looking forward to working with Amberleigh Homeowners Association (ALHOA). In this letter, we are providing some important information to assist you during this transition.

Who Are We? LMA is a full-service association management firm based in Loudoun County, with a satellite office in Fairfax. In addition to Amberleigh, we manage approximately 53 communities in the Washington metropolitan area, a current total of some 6,000 houses and condominiums.

New Homeowner Association Dues Payment Instructions: Enclosed please find the 2012 coupons with windowed envelopes for payment. Please note that payments sent to your former management agent prior to this mailing will be credited to homeowner accounts and there is no need to resend the same payment to the new address. Please discard any remaining payment coupons or statements directed to the previous management company and make changes to your online bill pay accounts as needed. If you previously paid through automatic debit with the former management company, you will need to send the enclosed form to LMA to continue this service. In order for this to be processed for January, please ensure the form is received by our office no later than December 20. Also, please note your new account number, located on the coupons. Please use this number for all correspondence.

Please note the Phoenix AZ mailing address. The Association’s bank for their operating (checking) account is Community Association Banc (CAB) (www.cabanc.com). CAB provides a lock box service at the Phoenix address. Please note that quarterly dues are due and payable on the 1^st of the month and are late if received in Phoenix after the 30-day grace period. Accordingly, please allow sufficient time for your payment to reach Phoenix by the 30^h. If you have questions about your account balance, please contact us.

If you wish to pay your HOA dues by Automated Clearing House (ACH, a.k.a., electronic funds transfer or “EFT”), please complete the enclosed Preauthorized Electronic Assessment Payment Services Authorization Card and mail it to the Purcellville address along with a voided check – not a deposit slip. Forms must be received by the 20^th of December for ACH payments to begin in January.

Architectural/Covenants/Bylaws Issues. We will be reviewing and processing applications for external improvements to maintain the Association’s Covenants and Bylaws. Please forward all applications for improvements (e.g., windows, etc.) to the ALHOA, P. O. Box 2070, Purcellville VA 20134-2070 address. Our job is to review applications for completeness, assist homeowners with completing incomplete applications and forward completed applications for a decision. We will work closely with the Association to ensure that the Covenants and Architectural Standards are maintained and continue to enhance your investment.

Update. Over the past month, we have visited the community on several occasions to familiarize ourselves with the ALHOA “lay of the land.” We have begun to receive the HOA’s books and records from the outgoing management agent and are in the process of building our own customized homeowner files. Additionally, during our inspection we noted architectural repair items such as patios being in disrepair, and aesthetic upgrades such as broken window blinds or broken screens. We encourage you to make the necessary repairs so that we will not be required to cite your unit.

Business Hours. LMA’s business hours are 8:30AM to 5:30PM, Monday through Thursday and 8:30AM to 12:30PM on Friday. We make every effort to return calls quickly and we periodically check messages during non-business hours. When leaving a message, please make sure to include your name, address and account number (if available) since our files are tied to account numbers. Account numbers are 5-digit numbers and are listed on your coupon book.

Emergencies. Homeowners who have an emergency that threatens life or property outside of our business hours, can call our office number at 540-751-1888 and listen to the message to reach the on-call manager. The on-call manager changes weekly and is able to assist with emergency issues only.

Our Job. We manage Amberleigh’s business operations by consulting with the Board of Directors, attending meetings, tracking finances and working with vendors to ensure that your community runs smoothly, but our job doesn't end there. We also work with local jurisdictions to further the community’s interests. Moreover, we are the management agent for the entire community, not just the Board of Directors, and we welcome comments and suggestions from all members and residents. We believe in open communications from you to us and from us to you.

In closing, here’s a little of our business philosophy. The biggest factor in successful community relations is communication. To that end, we manage our communities by walking around and talking with people and by facilitating communications between homeowners, the Board of Directors and committees. You can help with this process. Get to know your neighbors, your Board members and LMA. Attend HOA meetings. Volunteer for a project; join a committee or the Board. Be involved in the organization that most impacts the biggest purchase of your life.

The Amberleigh and Landsdowne communities are once again looking forward to partnering for our Fall 2011 Dumpster Day and Shredding Party. “The Claw” returns. We had such a great turnout this Spring so here we go again. “Stuff” was disposed of, while new friendships were made. We hope you will join us once again.

Saturday, September 24^th from 8 am until noon (rain or shine), Amberleigh and Landsdowne continue shred it … dump it … thrown it away... properly. You benefit -- the environment benefits, too. Affectionately known as Dumpster Day (and now Return of The Shredder and “The Claw” ), Paper Tiger Secure Shredding LLC (www.mypapertiger.com) will be on site to offer professional, hands-free, high end shredding of any and all document destruction needs. The process is fully automated. Turning your documents into confetti is fully viewable by camera. Start cleaning the file cabinets now. This is a totally free event. You provide the “stuff” … we provide the shredding. There is no limit to the amount of things you may bring. Paper and CDs are all shredded properly. (Please, no phone books or magazines.) Help cut down on ID theft by shredding all documents you no longer need. The shredding process fully meets all governmental requirements for

document destruction for CPAs, accountants, and anyone with fiduciary responsibility.

In addition, TVs, computers, fluorescent light bulbs will also be taken. Unfortunately, we are no longer able to accept paint, chemicals and other hazardous materials. If you have a question whether something will be taken or not, please send us a quick email. As if this were not enough, large industrial containers are available (completed with a crane (aka “the claw”) to disposal of large bulk household items (appliances, furniture, grills, metal items, drywall, mirrors, vanities, toilets, construction materials, garden edging, etc.) that are not normally taken with regular trash. (Please note, this is not for normal household bagged trash). All you have to do is get your items to the site. Kids (and adults alike) enjoy watching the crane in action. It sorts items and puts them into large industrial containers for removal to the I-95 County Waste Disposal Facility

A swap area for items that you no longer need but are too good to throw away is also available for sharing pots, patio furniture, plants, garden items, etc. … whatever still is in good condition, can’t bring yourself to thrown out and you want to share. What is left at the end of the event gets put in the disposal units. Be creative … share what you no longer need.

Flood Warnings

Like the rest of the metropolitian area, Amberleigh is experianceing flooding from the recent rains. The rain had overloaded the stromwater systems in parts of the neighborhood. Standing water has gathered near residences and parking areas. Please carefully review safety information below which has been provided by the County of Fairfax.

Heavy Rains Continue Tonight; Please Stay Home
The National Weather Service is predicting another hour of heavy rain bands, then the rain will relent. However, heavy rain bands will resume later this evening. Fairfax County has received five inches of rain in the last three hours.

· Motorists and pedestrians are cautioned to stay off the roads and away from flooded areas. The rain has caused flooding on roads and in areas that are not usually affected, and especially at night it is difficult to see high water areas.

· Unless it is an emergency, residents should stay home and not risk being out in this storm.

· Please also keep your children inside and away from streams and creeks.

Power Outage Information

Fairfax County Department of Public Safety Communications, the 9-1-1 Center, is experiencing a high volume of calls due to the weather emergency. What is National Night Out?

National Night Out is a unique community event, celebrated across the United States and Canada that happens the first Tuesday in August every year. On this day, parties, gatherings, and get togethers happen throughout our community. The focus of these parties to on preventing crime and drug activity and getting to know the people on your block and in your neighborhood.

What is Planned for Amberleigh?

The Amberleigh HOA Board of Directors and the Fairfax County Police invite you to a community cookout. Enjoy burgers and hot dogs hot off the grill prepared especially for Amberleigh neighbors by Paul Trimble from Devcon Security, who has graciously agreed to underwrite our event! To cool off, enjoy sno-cones prepared by your very own HOA Board of Directors. Meet your neighbors, learn more about what the Amberleigh HOA Board of Directors has planned for 2011 and 2012, sign up to participate in our Neighborhood Watch program and meet with Fairfax County Police Officers. Be sure to bring a chair or a blanket to spread out and enjoy the cook-out.

Highlights from the July 5, 2011 board of directors meeting

· The board will study implementing a fee for the use of the storage lot located on Crestleigh Way. Feedback from residents is encouraged.

· Shrubs installation near Windridge fence approved.

· Adam Peer was elected treasurer of the association.

· The site administrator has resigned. Management is assisting the board in filling the position.

· Duties and role best practices for officers and members of the board of directors were adopted.

· The board joined the Fairfax County Federation (an association of other homeowner associations in the county). Board member Darlene Dalbec was appointed the association’s delegate.

Resident Partnerships

Our association is funded entirely by the quarterly dues each of us pays. A major role the board plays is weighing these limited finances against resident requests. Typical requests include tree removal, erosion control, and clearing areas that may have obstructed storm water. Without a doubt, each of these requests is very legitimate, but funding each of these would require a significant increase in dues. A part of what the board does is prioritizing projects and move forward with the work in the most cost-effective way. Often that means grouping smaller projects – like tree trimming – until there is enough work to justify paying a vendor to complete.

Moving forward, another way the board plans to stretch your dollars farther is to enter into resident partnerships on projects that primarily affect a small group of residents – erosion control is a great example. Under these partnerships, the board will pay for the materials for the project. The requesting resident will be required to contribute their time as well as agree to maintain the project. This responsibility will pass to future owners. For example, on an erosion control project, the board will pay for retaining blocks, adhesive, and shrubs like junipers. The resident will be required be required to help install the retaining wall and plant the shrubs (with other volunteers) and agree to keep it watered and fertilized.

Not only will these partnerships will allow us to get the most for our limited dollars, but they allow residents to take greater ownership in their community.

Dog owners – we need your feedback!

One of the latest amenities added to our neighborhood is the conversion of one of the tennis courts to a dog park. Major repairs and updates would have been needed to restore the tennis court to a useable condition. The question of what to do with the tennis court was discussed at an annual meeting and a subsequent resident survey. After further discussion, the board moved forward converting the tennis court to a dog park. The conversion cost much less than restoring the tennis court and the dog park added a much-needed amenity.

Since opening, the association invested your dues by installing additional fixtures in the dog park as well as retaining a service to clean the park and maintain the dog waste station. Amberleigh resident Gary Benitz volunteered his time to construct a double-gate at the park entrance. This double gate allows residents and their dogs to safely enter and exit without an escape. A few months ago a monthly “Yappie Hour” has been held Friday evenings for dog owners (and non dog owners) to socialize.

Resale Inspections.

Now that we are in the summer home sale season, the board wants to remind you of the resale inspection process. As governed by commonwealth law and association policy, your home must be inspected and defects corrected before your home is sold. Your unit and lot is inspected for compliance with association rules and design guidelines. In order to avoid last minute delays, the board strongly encourages you to ask for a resale inspection when you put your home on the market. Inspection requests may be made directly to the management company.

As you and your family and friends enjoy the Independence Day holiday, the association reminds residents and visitors that the use of all fireworks is prohibited anywhere in the neighborhood including both private property and the common areas. This prohibition is both under county and commonwealth law as well as association rules. Parking Update

Briarleigh Way is scheduled sealing and striping on Thursday, May 26th.

There will be no work done Friday through Monday because of the holiday weekend. The next sealing and striping will be on Greenleigh Way and the two lots off Crestleigh on Tuesday, May 31st.

Paving Update

The patching was completed today. Tomorrow there will be crack filling which does not require moving vehicles.

We have been in touch with the paving company and nothing will be left again without the consent of your board of directors.

By the end of the week, an electronic sign will be placed near the main entrance alerting owners of paving working and when to move vehicles. Additionally, email notices will also be sent.

Trash Service

According to a recorded message at AAA (Amberleigh’s trash pick-up service) neighborhoods like ours with twice weekly service will have service on our next pick-up day which is tomorrow.

However, with changing weather conditions and equipment limitations, residents should be prepared to bring trash pick-up back in if there is no service on Friday.

Project Lifesaver

Project Lifesaver assists families and caregivers of individuals with autism, Down syndrome, Alzheimer’s disease and related conditions and disabilities. Project Lifesaver clients wear a wristband that emits a silent tracking signal. When caregivers notify the Sheriff’s Office that a loved one is missing, a search and rescue team comprised of specifically trained sheriff’s deputies responds to the area with state-of-the-art tracking equipment. Happy New Year! For many of us, this is a time of reflection and resolution setting – it is for me. Every New Year, I try to evaluate what I’ve done well as your School Board member and what I could improve in the coming year. My assessment is based on your feedback and my own introspection. Regular readers know that I always close my newsletter with the request “As always, please contact me with your questions, concerns, or comments; I do my job best when I hear from you!" I am grateful so many of you have responded, because your feedback has helped me to do my job better.

I probably don’t need to remind you that we are still in the grip of a severe budget crisis, with increasing student enrollment, and significant policy decisions looming that could greatly impact how we do business in FCPS. Now, more than ever, open and transparent communication is essential. As citizens of Fairfax County, you trust us to educate your children and to use FCPS resources wisely; as taxpayers, you have the right to know what factors we consider in our decision making. The Board understands that and we’ve committed to providing as much information as possible on our website, through community presentations, via our school PTAs, and in educational forums … these are just a few. We realize, though, when dealing with informed, intelligent constituents; we will not always reach a consensus or support for any specific Board decision. That’s fine. Open and informed debate is the heart of our democracy. But if conversations turn from issues to personal attacks, it does little to move the debate forward and help our children. Sometimes Board members are "accused” of not listening to constituents when decisions run counter to the wishes of certain individuals or groups. I can assure you we listen and we consider every viewpoint; we spend considerable time and thought deliberating before we make a decision. We know the Board’s actions impact our school system, our parents, and our community.

As your Board member, in 2011, I will continue to ask for your input, to listen to your concerns and suggestions, and to use your feedback to do my job better. My New Year’s resolution will be a renewed focus on the fact that “as School Board members, we work with the parents, community, and employees; but we work FOR the students!

Electric Sundays

Fairfax County residents may use each Electric Sunday recycling event to recycle televisions, computers, monitors and peripheral electronic devices such as printers, scanners, speakers, keyboards, mice and external drives. Residents may also recycle their unbroken fluorescent tubes and light bulbs at these events as well. This is a free service for Fairfax County residents thanks to our partnership with Covanta Energy, Inc.

Fireworks Strictly Regulated in Fairfax County

All owners and occupants are reminded that fireworks are strictly regulated under Virginia and Fairfax County law. For example, fireworks that move or preform as a projectile or explode, such as a bottle rocket or mortar, are prohibited. Additionally, fireworks may not be used when less than 50 feet from any structure. Everyone is highly encouraged to contact the Office of the County Fire Marshal for additional information.

Board Meeting - Budget Discussion

The board discussion mainly focused on the 2011 - 2012 budget. Members requested more information on assessments from comparable communities, details of the miscellaneous administrative expense item. The board also asked that management revise the budget to reflect a $230 quarterly assessment. The additional funds would be allocated towards bad debt expense as well as an operating reserve.

The board is expected to consider and adopt a final budget at the next board meeting.

Tips for Assisting during Snow Removal Operations

Some helpful tips from our management company as we work through today's snow removal:

Never obstruct, interfere or asks favors of snow plow or spreader truck operators. They are strictly contracted to provide service to the community and time spent taking care of residents/tenants favors is time taken away from effectively clearing contracted areas.
During snow removal operations, residents/tenants are asked to park their vehicles only in parking spaces.
Never park any vehicle in NO PARKING AREAS or ALONG YELLOW CURBS. Parking illegally greatly affects the ability to properly clear streets and parking lots.
All snowplows are designed to unload snow to the side. As a result, snow is discharges to the curb and sometimes behind cars and in driveways. Do not get upset with the plow driver, as this is unavoidable with the type of equipment commonly used.
When shoveling parking spaces, sidewalks and driveways do not deposit snow onto any street. Snow that has been placed onto the street will refreeze and cause a hazardous condition, thus creating the need for costly follow up service visits.

Candy, Costumes, and Prizes

Then you don't want to miss the 2010 Amberleigh Halloween Party this Friday, October 29, 2010 from 4 to 6 PM in the Casperson Tot Lot (see map below). Residents are encouraged to attend in costume. There will be pizza, chips, kettle corn, juice boxes, and other assorted drinks. Games include a mummy wrap, pumpkin toss, ghost bulls eye, swingin' donuts, and a ghost pinata - all with prizes of course. Other activities include a crafts table and face painting. Most important of all - there will be plenty of candy.

Island Creek PTA

The Island Creek Elementary PTA will host its 6^th annual Holiday Craft & Gift Show on Saturday, November 6^th from 8am-1pm at Island Creek Elementary School. We’re starting a little earlier this year so all those families with sports and activities can come by before their active day begins. Join us for some festive entertainment provided by our very own Island Creek Crocs chorus, along with one stop shopping for great holiday gifts. The Parent Teacher Association at Island Creek Elementary School wanted to share with residents the upcoming events at the school:

Croctoberfest (fall festival) - 10-22-10. Held at the Moose Lodge
Craft Fair - 11-6-10, 8:00 to 1:00, Held at the school - open to the public
Holiday Gift Shop (gift shop for children) - 12-4-10. Held at the school
Basket Bingo - 2-4-11. Held at the school
Croc Trot 5K run - 4-30-11. Start time is scheduled for 7:30 AM.

None of these events are expected to near our neighborhood. However, these events may generally increase traffic in our area.

Highlights from Board Meeting

Here are the highlights from last night's board meeting:

The vendor contracted by the board for the tree triming project will begin work on Monday.
The firewood from that triming project will be stacked near wooded areas. This wood is free for the taking.
The 2009 - 2010 audited financial statements were approved.
Vendor contract for dog park was approved.
A "yappy hour" is being organized at the dog park - more information to follow.
Jennifer Breen was appointed secretary.
Board members will be surveying the neighborhood for potential violations and leaving notices. Please note that these are not violation notices, but ment to draw your attention to items to avoid violations.

Community Day - This Saturday

All residents are invited to Amberleigh’ s annual Community Day this Saturday from 3 to 5 PM (residents are welcomed to come early at 2 PM). There will be snow cones, moon bounce, as well as food for the grill. Don’t forget to bring something to share: residents with last names A to L side dishes and M to Z desserts.
